其实都是国家和地区对应问题，简单说反作弊措施会因为你的 paypal 注册国家和 appleid 国家不同而拒绝你，而 paypal 也会因为银行卡国家和注册国家不同而拒绝你，都是风控措施。用美国的卡或美国的 paypal 就可以绑定美区 id 支付，否则不行
