1.3已经在写了，等release的时候再等Py2.8.x支持TLS1.3

@bellchu 好像在哪看到过，python 2.X最高版本就是2.7了，不会再加入新特性了

@ljcarsenal 如果是那样的话，2.7.9.8.X 见过这样的版本号么 LOL 就为了支持TLS1.3 Py的依赖关系太扯淡了，想想前几天搞的python-gnutls的包，我就起鸡皮疙瘩
