想限制一下 macbook 上监控软件的 CPU 使用率，尝试了一些 GUI 软件都不生效。
想自己写个小程序，尝试了以下方式也都不可行：
- cgroup, macos 没有
- 通过 kill SIGSTOP 和 SIGCONT 信号，macos 也不支持
- 改 nice 值，只是调低优先级，并不能实际将 CPU 使用率限制到 20%这样
有没有什么好办法？
